The History of the Outstanding Students Circle of Iloilo

The Outstanding Students Circle of Iloilo (OSCI) was formed in 2004 by professionals coming from different fields but who shared a common award-laden past - they were all recipients of the Ten Outstanding Secondary School Students and Ten Outstanding Elementary Pupils awards handed out by the former Iloilo Governor Conrado J. Norada during his incumbency.

As recalled, then Gov. Norada started handing our awards in 1971 with Dr. Antonio V. Tanchuan, then Division Superintendent of Schools, and Regional Director, Department of Education, Culture and Sports. The Board of Judges was initially chaired by Atty. Rhodora J. Laurea, Administrator of the Philippine Red Cross - Iloilo, selected awardees based on academic record, co-curricular activities, written examinations and interviews. The last awards were handed out in 1975. In 1979, another batch of awardees were selected. As far as OSCI is concerned, the awards was discontinued after the Governor's incumbency.

OSCI was formed by batches: 1971, 1975 and 1979. Members of batch 1975 high school category took part in the 1971 search, elementary category. And some members of batch 1975 elementary category were practically the same awardees after 4 years in the 1979 high school category.

The members of OSCI decided to continue the legacy of honoring outstanding students because of an absence of similar recognition and to give their share in community involvement. There could be awards, currently in existence, that recognize academic excellence among students. However, these lack the breadth and width of participation and basis of evaluation.

The annual OSCI awards is open to all schools, public and private alike, both in the city and province of Iloilo. It is being undertaken in coordination with the Department of Education.
